Bratton Neighbourhood Development Plan Regulation 14 Consultation

Bratton Neighbourhood Development Plan Regulation 14 Consultation

Welcome to the Neighbourhood Development Plan for the parish of Bratton.

Bratton’s Neighbourhood Development Plan is now available for public consultation

Before Bratton’s Plan can be accepted as part of Wiltshire’s Planning process, it has to be publicly scrutinised.  This is done using the Regulation 14 statutory procedure. That is why we have produced a set of documents for you to review and comment on.

What is the Bratton Neighbourhood Development Plan?

Neighbourhood planning gives the people of Bratton the opportunity to develop a shared vision and influence the development and growth of our Parish. It enables us to highlight characteristics we want to protect, choose where we want new homes, what new buildings should look like and protect our valued amenities

Our neighbourhood plan addresses the timeframe 2025-2038

A new national government was elected in July 2024, and planning policies or targets are expected to change in due course (as they do with any government). However, there is no intention to replace neighbourhood planning, Indeed their manifesto states “We will ensure local communities continue to shape housebuilding in their area”. However they do intend to speed up housebuilding and will hand down ambitious targets to Local Planning Authorities such as Wiltshire Council. It is therefore just as important now as before to ensure that our views are heard through our Neighbourhood Plan.

What is the structure of the Plan and links?

The Plan is structured in 2 main parts together with an annex and a Consultation Statement.

Part A is primarily for use by local authority planners.  It contains of our vision and objectives as a Parish, and a number of policies which aim to address those objectives.  The rationale behind each policy is explained.

Part B provides local context and ‘colour’.  It should be relevant to anyone with an interest in Bratton as it highlights the character of different areas of the Village and expands on things which we want to protect such as views, green spaces and heritage assets. It also contains a set of design guidelines that we want developers of new buildings or extensions to follow.

The Annex documents provide additional detail, demonstrating how the findings in Part B were assessed.

The Consultation Statement explains how we have engaged with the residents of Bratton in developing the policies set out in the Neighbourhood Plan.

  • Bratton’s Neighbourhood Development Plan (NDP) is progressing towards completion: but still requires your input.
  • We are therefore holding an eight week public consultation for all residents and stakeholders in the Parish of Bratton: from 29th July to 23rd September.
  • After the consultation period is concluded we will gather all the comments received and produce an official Consultation. Statement, listing the views and opinions received and setting out how the NDP is to be amended in the light of these submissions.
  • We therefore invite you to read our pre-submission draft Neighbourhood Development Plan and comment on our proposed policies to ensure that Bratton’s character meets your aspirations for the future.
  • Bratton’s NDP has several documents. Please do look at ‘Part A – the Plan’ which contains our proposed policies before completing the questionnaire. All the documents are available online, through the Parish Website, and a printed set of documents can be accessed by contacting the Parish Council Chairman who will arrange a viewing for you. (Contact: parish.chair@brattonparishcouncil.gov.uk or 'phone 01380 831199)
  • We will then formally submit the revised NDP to Wiltshire Council, the appropriate Local Planning Authority for the next steps in the process. Once the process is completed, our NDP will become a statutory planning document to be used to inform developments in our Parish until 2038.
