In 2018 the Steering Group was set up as the body to manage and oversee the development of the Neighbourhood on behalf of the Parish Council with 
specialist consultants, Place Studio, engaged for guidance. The Steering Group was made up of three parish councillors and seven members of the public. Tasks such as identifying non-designated heritage assets, locally valued views, green spaces and character assessments were divided between the members of the group who each produced a report to the Steering Group. The Steering Group reports to the Parish Council, as the accountable body, who made their decisions based on the work and recommendations of the Steering Group.
The development of the Plan is funded almost entirely by grants and included a number of funded technical assessments.
