Minutes of a meeting of the Parish Council’s Staffing Committee held on
Thursday 2nd November 2023 in the Jubilee Hall at 11.15 am.

SC23/09 | Confidential Information
In view of the confidential nature of the business to be transacted at Agenda Item SC23/10 members resolved that the press and public be excluded from this part of the meeting. Such a resolution would be in accordance with the Public Bodies (Admission to Meetings) Act 1960 Sec 1 (2), which states “A body may, by resolution, exclude the public from a meeting (whether during the whole or part of the proceedings) whenever publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted or for other special reasons stated in the resolution and arising from the nature of that business or of the proceedings; and where such a resolution is passed, this Act shall not require the meeting to be open to the public during proceedings to which the resolution applies.’’ Reason for exclusion – Staffing matters (proposed Cllr Ligo, seconded Cllr Cole).

SC23/10 | Staffing Matters
Members considered the outcomes of the Budget Workshop in relation to the Clerks hours from 1st April 2024 and discussed the implications of the proposed increase from 16 hrs a week to 18 hrs a week (a reduction from the proposed 20 hrs agreed earlier in the year).
Following debate members recommended the below to Full Council for consideration at the November meeting:
That, taking into account the financial pressures facing the Parish Council and the impact on its budget and precept, the Parish Clerk’s hours are set at 18 per week from 1st April 2024 (an increase of 2 hours per week on current levels; a reduction of 2 hours against the original proposal of 20 hours per week). Should specific items of work require additional hours the Council to consider approving one off payments as needed.
Members also reviewed the Terms of Reference for the Staffing Committee and noted that an additional member was required in order to meet the requirement for 4 members. This would be referred to Council in November for an appropriate appointment to be made.

This would be confirmed once the national pay award for 2023/24 had been agreed by the National Joint Council (expected January 2023)
