The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members.

2022/40 Apologies for Absence and to consider the reasons given
Council to receive apologies for absence and, if appropriate, to resolve to approve the reasons given. LGA 1972 s85(1).
2022/41 Declarations of Interest and Dispensations to Participate
a) To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.
b) To receive any dispensation requests received by the Parish Clerk and not previously considered.

To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on 12th July 2022 (copy attached).

a) To receive a report from the Bratton Recreation Ground Committee and the draft minutes of a meeting held on 1st September 2022 (draft minutes attached).
b) To receive a report from the Chair of the Jubilee Hall Management Committee.
c) To receive a report from Cllr Rayward on Highways meetings and projects and consider approval of any items requiring a referral to the LHFIG; including a request for measures to address access issues into Court Lane from Cassways Orchard.
d) To receive a report from Cllr Cole on the Neighbourhood Plan Steering Group
e) To receive a report from Cllr Rayward on the evolution of the parish website and use of social media.
f) To receive a report from the Clerk re: replacement bus shelter, Castle Road, plans for the implementation of the agreed Brought Forward List and arrangements for a review of the Clerk’s salary (July minutes refer)

PL/2022/06876 – 10 Westbury Road, Bratton, Westbury, Wilts, BA13 4TE – Norway Spruce – Fell. Originally a Christmas tree that was planted out in the garden it has become too big for the space
PL/2022/06874 – 6 The Picquet, Bratton, Westbury, Wilts, BA13 4RU -Fell 1 x Beech tree at 6 The Piquet, Bratton. Crown reduction of Beech tree at opposite end of same beech hedge. Reduction by up to 30% of current crown size to reduce overhang to own garden, pavement and neighbours garden
PL/2022/07455 – 3 Blatchs Orchard, Bratton, Westbury, Wilts, BA13 4TS – G1 – 3 Himalayan Birch – Prune all round by 2-3m to manage trees close to west neighbouring property and allow more light into east neighbour’s garden. G2 – 2 Hornbeam – Prune all round by 2m to allow light into the garden where the trees are starting to cause a lot of shade. G3 – 4 Spruce – Remove to ground level where causing light issues for neighbour’s garden. Trees are poor quality in a crowded area which would allow better trees to thrive eg Gingko.

Consultations – Regulation 14 Consultation – Draft Westbury Neighbourhood Plan (previously circulated) – to consider whether the Council wishes to make any response to the Regulation 14 consultation.
2022/45 Councillor Roles and Responsibilities
Further to the co-option of new members to carry out a review of Councillors’ roles and responsibilities (informal meeting held on 17 August 2022 refers; Chair to report).
2022/46 Bratton War Memorial
To receive a report from Cllr Lloyd regarding the worn lettering on the war memorial and consider quotations for remedial work required (email from Cllr Lloyd with supporting photographs attached).
2022/47 Pavilion on the Green
To receive a report from Cllr Whittaker following a recent inspection of roof at the Pavilion on the Green and consider any further action required.
2022/48 Bratton Play Provision
a) To receive a report from Cllr Elliot following a site meeting with contractors to consider plans for a potential skate park and the renovation of existing play equipment on the Village Green.
b) To consider the formation of a working group to include local residents and stakeholders to take the development of plans forward
c) To consider available funding and grants available (Clerk to report)
d) To discuss the informal skate park erected in the woods opposite Stradbrook and to agree any actions required; including consideration of associated safeguarding issues.

To receive and consider the External Audit Report for the financial year 2021/2022 (copy attached) and to receive any associated updates from the Parish Clerk.
