The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members.

2022/54 Apologies for Absence and to consider the reasons given
Council to receive apologies for absence and, if appropriate, to resolve to approve the reasons given. LGA 1972 s85(1).
2022/55 Declarations of Interest and Dispensations to Participate
a) To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.
b) To receive any dispensation requests received by the Parish Clerk and not previously considered.
2022/56 Minutes of Council Meetings
To confirm and sign as a correct record the minutes of a meeting of the Parish Council held on 11th October 2022 (copy attached).

a) To receive a report from the Chair of the Bratton Recreation Ground Committee.
b) To receive a report from the Chair of the Jubilee Hall Management Committee.
c) To receive a report from Cllr Cole on the Neighbourhood Plan Steering Group following a meeting of the SG held on 1st November 2022.
d) To receive any available updates regarding Christmas events 2022 and consider the allocation of any required funds.

2022/58 Parish Council Vacancy
To note that no election has been called in respect of the current PC vacancy and consider the commencement of a process to co-opt a parish councillor (copies of the Co-option Procedure previously circulated and available on request).
2022/59 Planning applications and consultations
Planning Applications
PL/2022/07517 – Land at Brook Farm adjoining the Northacre Renewable Energy Facility, Northacre Industrial Park, Westbury, Wilts, BA13 4WD – Landscaping and Screening Bund previously permitted under Planning permission 18/09550/FUL.
PL/2022/07582 – Land at New Barn Yard, Reeves Farm, Bratton, BA13 4SA – Proposed Rural Workers Dwelling.
To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained).
PL/2022/08247 – 1 Holme Lane, Bratton, Westbury, Wilts, BA13 4TF – Removal of existing dwelling and detached garage, and erection of two storey house, and associated works.
2022/60 LHFIG and Highways
To receive a report from the Chair, including:
a) Current work planned for the speed reductions in the parish; including approval of required contribution of £2,000 (currently shown within the PC’s earmarked funds).
b) To consider completion of the original plan for speed limits in the parish and the associated allocation of a further £2,000 as the required contribution to Wiltshire Council (copy of plan attached; members are referred to the Consolidated Financial Position statement for current level of unallocated funds).
2022/61 Village Green Play Area
To consider works required for the potential refurbishment of the play area – members are asked to note that the PC holds allocated sums for this project; Consolidated Financial Position Statement refers)
2022/62 Financial Reports
a) To receive a schedule of payments and receipts June – September 2022 (attached – copy of which to be signed by the Chair).
b) To receive the bank reconciliation statements as at 30th September 2022 (attached – Chair to sign bank statements).
c) To receive a Budget Report and Consolidated Financial Position Statement as at 30th September 2022 (documents attached).
2022/63 Parish Council Budget and Precept 2023-24
To consider priority setting for projects to be included in the budget and precept for 2023-24; which may include, but are not limited to:
• Telephone kiosk – £500
• Website – £2,000
• Village Events – £500 (Bratton week and Coronation celebrations)
• War Memorial work – £1,500
• Pavilion Roof – to consider resources which may be required
• Play equipment – £2,000
