Open Forum

The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members.

2024/95 Apologies for Absence and to consider the reasons given

Council to receive apologies for absence and, if appropriate, to resolve to approve the reasons given. LGA 1972 s85(1).

 

2024/96 Declarations of Interest and Dispensations to Participate

a)         To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.

b)        To receive any dispensation requests received by the Parish Clerk and not previously considered.

 

2024/97 Minutes of Council Meetings

To confirm and sign as a correct record the minutes of a meeting of the Parish Council  held on 14th January 2025 (copy attached).

 

To adopt the minutes of a BRGC meeting held on 23rd September 2024, these having been approved for accuracy by the Committee (copy attached).

 

2024/98 Committee and Council representative reports

To receive the reports on the following:

a)       Bratton Recreation Ground Committee – Mr Mike Manson

b)      LHFIG and Highways matters – Chair, including:

a.       Consideration of a HIF relating to Court Lane HGV traffic

b.       Primary School direction sign on B3098

c)       Website Working Group – Chair.

d)      Emergency Planning Working Group – Chair.

e)      Village Green Committee – Cllr Elliott (notes of meeting held on 3rd March 2025 to follow).

f)        Tidy Bratton Group – Mrs A Tarling.

g)       Bike tracks in the woods – Chair.

h)      VE Day Official Celebrations 8th May 2025 – Chair.

i)        Orchard Blossom Day and proposed works to the Orchard steps in the amount of £300– Chair.

j)        CPRE Best Kept Village Competition 2025 – to consider feedback from the 2024 report in relation to the village allotments and consider whether to enter the 2025 competition.

 

2024/99 Parish Council Projects Updates and Reports

To receive and note the brought forward list as previously agreed for circulation (copy attached) and receive updates on the below listed project discussed at previous meetings:

a)       Castle Road bus shelter replacement – Clerk to update members on the progression of the associated insurance claim.

 

2024/100 Planning applications and consultations

PL/2025/01527 – 3A Upper Garston Lane, Bratton, Westbury, BA13 4SN – Change of use of annexe previously used for a dependant relative to a holiday let.

 

To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained).

 

2024/101 Neighbourhood Plan for Bratton

To receive a report from Mr Drummond including, noting information received relating to the current Examination of the Bratton Neighbourhood Development Plan and approving the responses submitted by the NPSG (previously circulated).

 

2024/102 Financial Reports (to follow)

a)     To receive a schedule of payments and receipts to 28th February 2025.

b)    To receive the bank reconciliation statements as at 28th February 2025.

c)     To receive the Consolidated Financial Position Statement as at February 2025

d)    To receive the Budget Report as at 28th February 2025.

e)    To approve payments due for March 2025.

 

2024/103 Parish Council Insurance 2025-26

To consider for approval the insurance documents and associated costs for the financial year 2025-26 (information attached).

 

2024/104 Financial Regulations

To consider for adoption the new model Financial Regulations as issued by the National Association of Local Councils in November 2024 (copy attached – Clerk to report).

2024/105 Parish Council Accounts Year Ending 31st March 2025 (report attached)

To address administrative tasks relating to the preparation and submission of the accounts year ending 31st March 2025 including:

a)       Review of the Risk Registers

b)      Review of the Fixed Asset Register

c)       Review of the Council Reserves (to follow)

d)      Appointment of payroll provider for financial year 2025-26 (Clerk to report)

To agree any items for inclusion in the next edition of the BPN (to include planning information).
