Open Forum

The Chair of the Parish Council will invite members of the public to present their questions, comments and petitions submitted under the Council’s Public Participation Procedure at the start of the meeting. Please note that the Clerk will record the names of those wishing to address the Council together with the subject matter prior to the start of the meeting and each speaker will be permitted 3 minutes in which to address members.

2024/80 Apologies for Absence and to consider the reasons given

Council to receive apologies for absence and, if appropriate, to resolve to approve the reasons given. LGA 1972 s85(1).

 

2024/81 Declarations of Interest and Dispensations to Participate

a)         To receive declarations of interest in respect of matters contained in this agenda, in accordance with the provisions of the Local Government Act 1972 in respect of officers and the Localism Act 2011 in respect of members.

b)        To receive any dispensation requests received by the Parish Clerk and not previously considered.

 

2024/82 Minutes of Council Meetings

To confirm and sign as a correct record the minutes of a meeting of the Parish Council  held on 12th November 2024 (copy attached).

 

2024/83 Committee and Council representative reports

To receive the reports on the following:

a)       Bratton Recreation Ground Committee – Mr Mike Manson (report attached), including consideration of a proposal from the BRGC to purchase a mower (report attached).

b)      Jubilee Hall Management Committee – Mr Mark Fanning.

c)       Neighbourhood Plan Steering Group – Mr Robert Drummond.

d)      LHFIG and Highways matters – Chair, including consideration of a Highway Improvement Form request from a resident re footpath safety along Westbury Road (copy attached).

e)      Website Working Group, including proposal for appointment of an additional lay member to the Group and plans for the email migration– Chair .

f)        Emergency Planning Working Group including call for members– Chair.

g)       Village Green, including proposal for S106 funded youth shelter – Village Green Committee (minutes of informal meeting held on 7th January 2025 to follow once finalised).

h)      Tidy Bratton Group including proposal for a storage container.

i)        Bratton Week – Cllr Jeff Ligo.

 

2024/84 Parish Council Projects Updates and Reports

To receive and note the brought forward list as previously agreed for circulation (copy attached) and receive updates on the below listed project discussed at previous meetings:

a)       Castle Road bus shelter replacement – Clerk to update members on the progression of the associated insurance claim.

b)      Planning Application Capps Lane – to note the PC’s previously circulated submission to the Planning Inspectorate in relation to the Planning Appeal.

 

2024/85 Planning applications and consultations

PL/2024/11141 – 16 Court Lane, Bratton, Westbury, BA13 4RE – Proposed removal of front boundary wall and widen existing vehicular access.

 

PL/2024/10080 – Hedgerow Stables, Court Lane, Bratton, Westbury, Wilts, BA13 4RF – Removal of existing mobile home and erection of one single storey one bedroom dwelling.

 

PL/2024/10939 and PL/2024/11199- Mulberry House, 10 The Butts, Bratton, Westbury, BA13 4SW – Alter existing extension, and add small new extension, at rear of building.

 

To receive and consider planning applications received after the issue of the agenda (where the response time falls outside of the meeting schedule and an extension cannot be obtained).

 

Wiltshire Council Local Transport Plan consultation

To consider whether the PC wishes to make any response to the above consultation – information can be viewed at https://www.wiltshire.gov.uk/news/help-shape-the-local-transport-plan-as-consultation-begins

 

2024/86 Neighbourhood Plan for Bratton

Following Wiltshire Council’s Regulation 16 consultation to receive any available updates.

 

2024/87 Financial Reports (reports attached)

a)     To receive a schedule of payments and receipts to December 2024.

b)    To receive the bank reconciliation statements as at 31st December 2024.

c)     To receive the Consolidated Financial Position Statement as at December 2024.

d)    To receive the Budget Report as at 31st December 2024.

e)    To approve payments due for December 2024 as listed (to follow w/c 13.01.24)

 

2024/88 Budget and Precept 2025-2026 (information attached)

a)       To review the Council’s Earmarked Reserves as at December 2024

b)      To review the level of General Reserve as at December 2024

c)       To receive and consider the draft budget for 2025-2026 and to:

a.       Consider tender responses for the grass cutting contract 2025-26

b.       Set the budget for 2025-26

d)      To set the Council’s precept for 2025-26

To receive and note the calendar of parish council meetings and events (attached).

2024/93 Confidential Information

In view of the confidential nature of the business to be transacted following Agenda Item 2024/93 members are asked to consider resolving that the press and public be excluded from this part of the meeting. Such a resolution would be in accordance with the Public Bodies (Admission to Meetings) Act 1960 Sec 1 (2), which states “A body may, by resolution, exclude the public from a meeting (whether during the whole or part of the proceedings) whenever publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted or for other special reasons stated in the resolution and arising from the nature of that business or of the proceedings; and where such a resolution is passed, this Act shall not require the meeting to be open to the public during proceedings to which the resolution applies.’’ Reason for exclusion – Staffing matters
