BRATTON ANNUAL PARISH MEETING
Minutes of the Annual Assembly of the BRATTON PARISH MEETING,
held at the Jubilee Hall, Bratton, Wiltshire
on Wednesday 19th May 2021 at 7.45 pm.
Present: Cllr Jeff Ligo (Chair), Cllr Eddie Cole, Cllr Tim Good, Cllr Joanna Jolly Cllr Noel Kew, Cllr Keith Rayward, Cllr Steve Ridley and Cllr Phil Whittaker.
In attendance: Nicola Duke (Parish Clerk), Wiltshire Councillor Suzanne Wickham, PSCO Alice Moore and 9 members of the public.
1. Apologies for Absence
Mrs Emma Osmond (Bratton Pre-School).
2. Minutes of the Annual Parish Meeting 2019
The minutes of the 2019 Annual Parish Meeting were approved for accuracy and adopted (proposed Cllr Goode, seconded Cllr Ligo).
3. Bratton Parish Council – Report of the Chair of the Parish Council
Cllr Ligo, Chair of the Parish Council 2020-2021 provided a report, which is included in the Annual Report. Cllr Ligo paid particular tribute to the work of the volunteers in the community.
4. Bratton Parish Council – Annual Report
The Parish Council’s Annual Report for 2020-2021 was tabled.
5. Wiltshire Councillor for Ethandune Electoral Division
Wiltshire Councillor Suzanne Wickham gave the following report:
• Thanked the PC for its work and support, which she stated had been tremendous in terms of the grants issued during the year (£12,500) and the support given to the community during the Covid-19 pandemic.
• Reported that she had been elected as Chair of the Westbury Area Board and Portfolio Holder for SEND for the coming year. There was much work to do in terms of the transitioning from children to adult services, which she would be focussing on. She was also hoping to make the Area Board meetings more inclusive.
• Congratulated the community on the support given during a recent fire at the pre-school and the staff for the efficient handling of the incident.
6. Reports from local organisations and community groups
Jubilee Hall Committee – Mr Ken Davis provided a report, a copy of which is included in the 2021 Annual Report.
Bratton Recreation Ground to include the Annual General Meeting of the Bratton Recreation Ground Committee and the nomination of three volunteer members for the committee – Mr Mike Manson provided a report, which is included in the 2021 Annual Report. Mr Manson, Mr Lloyd and Mr Sharland were duly re-elected as the volunteer members of the BRG Committee.
Reeves Orchard – Mr Peter Brabner provided a report, a copy of which is included in the 2021 Annual Report.
Bratton Primary School – no report.
Bratton Pre-School – Mrs Emma Osmond had provided a report, a copy of which was read out by the Chair and is included in the 2021 Annual Report.
Tidy Bratton Group – Mr Peter Brabner provided a report, a copy of which is included in the 2021 Annual Report.
Police Community Support Team – PCSO Alice Moore addressed the Council outlining her role and provided contact details. She reported on the crime statistics for Bratton during the previous year, a copy of which is appended to the minutes. In response to a question PSCO Moore confirmed the support the Police Team offered to the local community speed watch, confirmed that during the speed watch sessions the village would be designated a priority village and would be provided with support where possible. She also confirmed that she would be patrolling the village as often as her schedule permitted and was flexible in being able to attend events and meetings in the village where needed.
Emergency Planning Team – Lt General Lillywhite provided a report, a copy of which is included in the 2021 Annual Report.
St James Church – Mr Manson provided a report, a copy of which is included in the 2021 Annual Report.
Bratton Baptist Church – Simon Gray (Minister) reported that the Covid-19 pandemic had demonstrated that the church was about people, not the building and reported that the Church had reached out during the pandemic talking and praying more than ever. Online services had been available and some services had been held outside.
Bratton Church Institute – Mr Peter Sharland provided a report, a copy of which is included in the 2021 Annual Report.
Neighbourhood Plan Steering Group – Cllr Eddie Cole provided a report, a copy of which is included in the 2021 Annual Report. It was noted the volunteers were being sought for the Steering Group.
7. Parish Forum – None.
There being no further business the meeting was closed at 8.52 pm.
