Minutes of the Annual Council Meeting of the Parish Council
held on Wednesday 19th May 2021 in the Jubilee Hall, Bratton
at 7.00 pm.

Present: Cllr Jeff Ligo (Chair), Cllr Eddie Cole, Cllr Tim Goode, Cllr Joanna Jolly, Cllr Noel Kew, Cllr Keith Rayward, Cllr Steve Ridley and Cllr Phil Whittaker.

In attendance: Nicola Duke (Parish Clerk).

Open Forum
Members of the public were invited to make representations to the Council on any matters relating to the work of the Council or to raise any issues of concern: None.

Prior to the start of the meeting the Parish Clerk confirmed, following the Ordinary Elections, all members had signed their Declarations of Acceptance of Office.

AGENDA ITEM

2021/01 Election of Chair
In accordance with the Local Government Act 1972 ss 15 (2) and 34 (2) it was proposed by Cllr Rayward, seconded by Cllr Ridley and resolved to elect Cllr Ligo as Chair of the Parish Council for the municipal year 2021/2022.

2021/02 Declaration of acceptance of office
The Chair duly signed his declaration of acceptance of office.

2021/03 Apologies for Absence and to consider the reasons given – None.

2021/04 Election of Vice-Chair
In accordance with the Local Government Act 1972 ss 15 (6) and 34 (6) it was proposed by Cllr Ridley, seconded by Cllr Rayward and resolved to elect Cllr Kew as Vice-Chair of the Parish Council for the municipal year 2021/2022.

2021/05 Declaration of Acceptance of Office
The Vice-Chair duly signed his declaration of acceptance of office.

2021/06 Declarations of Interest and Dispensations to Participate – None.

2021/07 Parish Council Elections 2021
Following the Ordinary Elections Members considered whether to proceed with a co-option process for the vacant seat. Following debate, it was resolved to commence a co-option process (proposed Cllr Ridley, seconded Cllr Cole).

2021/08 Parish Councillor Representatives
Member portfolios and representation to outside bodies for 2021/2022 were agreed as below listed:
• Highways and Parish Steward – Cllr Rayward
• Jubilee Hall – Cllr Ridley
• Area Board – Cllr Ligo
• Allotments – Parish Clerk and Cllr Goode
• Reeves Orchard – Cllr Goode
• Neighbourhood Plan – Cllrs Cole, Kew, Goode, Ligo and Jolly
• Environment – Cllrs Cole, Kew, Goode, Ligo and Jolly

2021/09
Parish Council Committees
Appointments to parish council committees for the municipal year 2021/2022 were made as listed:
a) Staffing Committee – Cllrs Ligo, Whittaker and Goode
b) Bratton Recreation Ground – Cllrs Ligo, Whittaker and Goode
2021/10 Parish Council Insurance 2021/2022
Members confirmed the insurance arrangements for 2021/2022, approving the renewal of insurance with in the amount of £1775.27 (previous year £1783.21) (proposed Cllr Rayward, seconded Cllr Whittaker).

2021/11 Parish Council banking arrangements 2021/2022
Bank signatories for 2021/2022 were agreed as Cllrs Ligo, Kew and Ridley.

2021/12 Calendar of meetings
The Calendar of Meetings for the 2021/2022 municipal year was noted as:

Tuesday 9th November 2021 – Budget setting 2022/2023
Tuesday 11th January 2022 – Precept setting 2022/2023

There being no further business the meeting was closed at 7.40 pm.
